Converts the TOF into a wavelength for the beam monitor. This algorithm needs to be run once on every data set.

Corrects the TOF distribution of a monitor workspace (histogram) according to the chopper settings. The algorithm determines whether the data was taken in frame skipping mode in order to perform the proper frame correction.
This algorithm is rarely called directly. It is called by EQSANSNormalise.
